There are always new additions, so having a recent copy helps but it's not necessary since the environmental laws don't change that much. I would recommend getting a newer edition when a major law has passed so that the reader can understand the impact the new law will have on their community. I use it constantly so that I can be technically sharp at work. It's dry reading, but very valuable!
